Environmental radiation monitoring around the Tokai Reprocessing Plant has been performed since 1975, based on "Safety Regulations for the Tokai Reprocessing Plant, Chapter IV - Environmental Monitoring". This annual report presents the results of the environmental monitoring and the dose estimation to the hypothetical inhabitants due to the radioactivity discharged from the plant during April 2000 to March 2001. Appendices present comprehensive information, such as monitoring program, monitoring results, meteorological data and annual discharges from the plant.

Concerming about the action for the criticality accident in JCO Co., Ltd. (JCO) occurred at 10:35 on 30 Sept. 1999, Japan Nuclear Cycle Development Institute(JNC) established "JNC's task force" at 12:35 on the same date in conjuction with Head Office and Tokai Works. And JNC's task force had supported the government of Japan, the local governments and JCO humanly, physically and technically until the jobs of the task force was transferred to "Support Assembly for Countermeasure and Research of JCO Criticality Accident" and routine line on 12 Oct. 1999. This report compiled the results of the environmental monitoring performed by JNC based on the request from the government of Japan and the local governments.

The present report compiles the experimental data of JUPITER Phase-II, which was a joint research program between U.S. DOE and PNC of Japan, using the ZPPR facility, which stands for Zero Power Physics Reactor at ANL-Idaho in l982 to l984. The JUPITER-II experiment was a series of critical experiments for conventional radial heterogeneous cores of 650 MWe class LMFBR, including six experimental cores. The nuclear characteristics recorded here include criticality, control rod reactivity, reaction rate distribution, sodium void reactivity, sample reactivity, Doppler reactivity and gamma heating. The present work is a part of efforts to develop a standard data base for LMFBR core nuclear design at PNC. The detail of experimental data is thoroughly recorded here so as to re-analyze these experiments in future. In addition, these experimental data are installed in the computer system at OEC for convenience of analytical code input.

To check the accuracy of helium accumulation neutron fluence monitoring (HAFM) technique and the applicability of tag gas activation analysis to fast reactor failed fuel detection, these samples were irradiated at the standard neutron field of the fast neutron source reactor "YAYOI" (Nuclear Engineering Research Laboratory, University of Tokyo). The HAFM samples of 93% enriched B powder of 1 mg contained in a V capsule were set up in the reactor core center (Glory hole :Gy) and another samples including V encapsulated natural B powder of 10 mg, natural B chips and 96% enriched LiF thermoluminescence dosimeters were in the leakage neutron field from the reactor core (Fast column :FC). These neutron fields were monitored by the activation foils consisting of Al, Fe, Co, Ni, Cu, Ti, In, Au, U, Np etc., which were used to derive the neutron flux and spectrum. At the end of March in 1996, the irradiated neutron fluence in the energy more than 0.1Mev reached up to 1.110 n/cm at Gy and 5.410 n/cm at FC, respectively. Two kinds of tag gas samples, which are the mixed gases of isotipically adjusted Xe and Kr contained in stainless steel (SUS) capsules, were irradiated twice at Gy; one is up to 9kWh and the other 7kWh, and after the irradiation, -ray spectra were measured for each sample. Through comparison with the -ray spectrum from dummy capsule of no tag gas, the -ray peaks of Kr, Xe etc., which would be produced from tag gas activation, were able to be clearly identified.
